Ethics and Compliance

Ethics at the Heart of Santé Québec’s Culture

  • At Santé Québec, ethics guides our decisions, actions and relationships. It supports a responsible and compassionate approach that places people at the centre of everything we do, for the benefit of users, team members and the broader community.

Our approach to ethics is grounded in our mission and values of respect, commitment, collaboration, compassion and excellence, and helps ensure fair, transparent and consistent practices across the health and social services network.

Fostering an ethical culture is a shared responsibility. It depends on the daily commitment of everyone who contributes to Santé Québec’s mission.

  • The Code of Ethics and Professional Conduct for the Members of Santé Québec’s Board of Directors, first approved by the Board of Directors in October 2024, will be reviewed and enhanced over time. It applies to all members of Santé Québec’s Board of Directors.

Code of Ethics and Professional Conduct

The Code of Ethics and Professional Conduct for the Members of Santé Québec and Regulation Respecting Conflicts of Interest and Exclusivity of Office establishes high standards of judgment and conduct for all Santé Québec members in carrying out their duties.

What should be done in the event of a breach of the Code?

Reporting a breach

  • Anyone may report a breach of the Code of Ethics and Professional Conduct at any time. A breach refers to conduct that contravenes standards of professional conduct, ethical principles or internal policies.

Reprisals against anyone who reports a breach are prohibited. Anyone who believes they have been subjected to reprisals may contact the person in charge of ethics and integrity (RGEI) for support, to report the situation and to obtain information about the remedies available under Québec legislation and regulations.

Disclosing a wrongdoing

  • In the public interest, anyone may disclose information to the Protecteur du citoyen indicating that a wrongdoing has been committed or is about to be committed within Santé Québec. Wrongdoing may include, among other things, misuse of public funds, a serious breach of ethics (such as corruption), gross mismanagement, abuse of authority, or a violation of a law or regulation.

Disclosures are handled confidentially in accordance with the Protecteur du citoyen’s procedures and may be made anonymously. Individuals who make a disclosure or cooperate in an audit or investigation are protected against reprisals.
